Terms of Reference

Reporting to EUROSAF Executive Board.


  1. Foster a lifelong participation in sailing to fulfil the promise that “sailing is a sport for life.”

  2. Foster personal growth through sailing.

  3. Develop youth sailing in Europe.


  1. Keep young sailors involved in the sport throughout youth and beyond, whether in competitive sailing or not.

  2. Offer young sailors consistent pathways from grassroots to (top) competitive sailing.


  1. Bring forth proposals and projects to achieve the objectives.

  2. Gather and evaluate best practice.

  3. Identify causes and look for solutions to the withdrawal of young sailors at different ages.

  4. Design pathways from initiation, club sailing, to regional, national, international, and Olympic competitive sailing.

  5. Design pathways from initiation, club sailing, to non-competitive sailing activities, whether professional or not (instructor, coach, race official, club or federation staff, cruising sailor…). Draft policy proposals to ensure that young sailors are imparted training of the highest standard.

  6. Detect and promote mutually beneficial cooperation opportunities between Members, which may include exchange programmes, international camps, training, clinics, regattas, championships, etc., and monitor their implementation.

  7. Liaise with the Events Committee concerning Youth Events in order to present joint proposals and projects.

  8. Work in close cooperation with the Treasurer to take advantage of funding opportunities for youth-related projects.

  9. Liaise with the Executive Board member responsible for supporting the Committee.

  10. Inform the General Assembly at the Annual General Meeting about the Committee’s projects and achievements.

Committee Membership

Up to five members, including a Chair and a Vice-Chair, appointed by the Executive Board for their specialist knowledge, experience, or ability, appropriate to the goals and objectives of the Committee.

Term: four years.
